NCP Unveils 24-Point Action Plan to Build a New Bangladesh

On 3 August 2025, the National Citizen Party (NCP) held a large rally at the Central Shaheed Minar in Dhaka and announced a 24-point manifesto titled “Manifesto of New Bangladesh.” The manifesto promises to abolish the Rapid Action Battalion (RAB), create a new constitution through a constituent assembly, ensure women’s safety and rights, and bring justice for the “July uprising.” Other key pledges include democratic reforms, free healthcare, youth employment, and a welfare-based economy.

NCP Calls for a “New Bangladesh”

The NCP Convener, Nahid Islam, declared a bold new vision for Bangladesh by unveiling a 24-point manifesto focused on justice, equality, and deep reforms in the country’s governance system.

“এই শহীদ মিনার থেকেই একবছর আগে আমরা ঘোষণা দিয়েছিলাম— ফ্যাসিবাদী ব্যবস্থা বাতিলের ঐতিহাসিক একদফা দাবির। এই দাবি কোনো ব্যক্তি, দল বা সংগঠনের পক্ষ থেকে নয়, এটা বাংলাদেশের জনগণের পক্ষ থেকে, ছাত্রজনতার পক্ষ থেকে এবং আমাদের শহীদ ভাই-বোনদের পক্ষ থেকে ঘোষণা করা হয়েছিল।”
“From this Shaheed Minar, exactly one year ago, we announced the historic one-point demand to abolish the fascist system. This was not the voice of any person or party but of the people of Bangladesh, the students, and our martyred brothers and sisters.”

Major Pledge: Disbanding RAB and Forming a New Constitution

Among the most striking points of the manifesto are:

  • Abolishing the Rapid Action Battalion (RAB)

  • Drafting a new constitution through a constituent assembly

  • Ensuring the rights and empowerment of women

  • Protecting democratic institutions and reforming the judiciary

The manifesto aims to build a people-cantered state system where every official is accountable to the public.

Reform in Judiciary, Governance, and Law Enforcement

The NCP stressed the need for:

  • A fair and independent judiciary

  • A corruption-free administration

  • Creation of people-friendly police and security forces

Youth, Employment & Welfare Economy

The manifesto outlines plan to:

  • Ensure youth employment

  • Build a welfare-based economy

  • Reform the tax system to reduce inequality

“৭২ এর সংবিধান ছিল একদলীয় সংবিধান। এটি আরেক দেশে খসড়া করা হয়েছিল। আমরা আর এই মুজিবীয় সংবিধান চাই না।”
“The Constitution of ’72 was a one-party constitution, drafted in another country. We no longer want this Mujibist constitution.”

He also warned against intimidation of NCP members:

“রূপসা থেকে পাথারিয়া পর্যন্ত যদি কেউ আমাদের কর্মীদের দিকে চোখেও তাকায়, আমরা রাজনৈতিকভাবে জবাব দেব।”
“From Rupsha to Patharia, if anyone even looks the wrong way at our workers, we will respond politically.”

Healthcare and Social Reforms

“আমরা এমন একটি স্বাস্থ্যব্যবস্থা গড়তে চাই, যেখানে অর্থের অভাবে কেউ চিকিৎসা থেকে বঞ্চিত না হয়।”
“We want to build a healthcare system where no one is denied treatment due to lack of money.”

She also mentioned digital health records and stronger primary care:

“প্রত্যেক নাগরিকের মেডিকেল রেকর্ড ডিজিটালি সংরক্ষণ করা হবে।”
“Every citizen’s medical record will be digitally stored.”

Accountability and Power to the People

“আমরা এমন একটি ব্যবস্থা চাই, যেখানে প্রধানমন্ত্রী থেকে ইউনিয়ন সদস্য পর্যন্ত সবাই জনগণের কাছে জবাবদিহি করবেন।”
“We want a system where everyone, from the Prime Minister to union members, is accountable to the people.”

Emotional Appeal and Unity

Abdul Hannan Masud (Senior Joint Chief Coordinator)

“কো-অর্ডিনেটর শব্দটিকে কেউ অপমানজনক বানাতে চাচ্ছে। কিন্তু আমি গর্ব করি আমার পরিচয়ে। আমরা লড়ব, মাথা নত করব না।”
“Some are trying to make the word ‘coordinator’ a term of insult. But I am proud of my identity. We will fight and not bow down.”

Huge Turnout and Tight Security

The rally saw the participation of thousands of NCP activists and leaders from different districts, metropolitan cities, and upazilas. Supporters arrived with banners, flags, and festoons.

A large police presence was seen, including:

  • Drone surveillance

  • CCTV monitoring

  • Deployment of RAB, CTTC, K-9 units, and the bomb disposal team

Call to Action for the “Second Republic”

Nahid Islam ended his speech by calling for unity to implement the 24-point plan:

“আসুন, ঐক্যবদ্ধ হয়ে এই ২৪ দফাকে বাস্তবে পরিণত করি এবং আমাদের দ্বিতীয় প্রজাতন্ত্র প্রতিষ্ঠার মাধ্যমে একটি নতুন বাংলাদেশ গড়ে তুলি।”
“Let us unite to turn this 24-point plan into reality and build a new Bangladesh through the establishment of our Second Republic.”
