New rules and regulations for teacher requirement
The government has introduced new rules for the recruitment of teachers in government primary schools. The notification issued by the Ministry of Primary and Mass Education on Thursday said that it will be called the Government Primary School Teachers Recruitment Rules, 2025 and it will come into effect immediately.
Remove women quota, reservation of new quota
The previously existing special quota for women has been abolished and a new 7 percent quota has been kept. Of these,
- For freedom fighters, martyred freedom fighters and children of heroines: 5%
- For candidates from small ethnic groups: 1%
- For physically challenged and third gender candidates: 1%
The notification states that if no eligible candidates are found under the quota, those vacant posts will be filled on the basis of merit.

Priority for merit-based recruitment
Under the new rules, 93 percent of the posts directly employable in government primary schools will be completely merit-based. Recruitment will be based on upazila and, in some cases, thana. In addition, there is an opportunity to recruit teachers through direct recruitment and promotion.
Special reservation for science graduates
As per the rules,
- 20% posts will be reserved for science graduates
- 80% posts will be for other graduates
Separate teacher posts have been created for music and physical education in primary schools from now on.
Old rules repealed
It is to be noted that according to the 2019 rules, in the recruitment of assistant teachers—
- 60% quota for women,
- 20% for men,
- 20% quota for domestic workers.
However, with the coming into force of the new rules of 2025, the 2019 rules will be deemed repealed.
