There are now two distinct divisions within Bangladesh’s National Board of Revenue (NBR). On the evening of Monday, May 12, a new ordinance was released announcing this decision.
The ordinance states that the NBR is now divided into:
- Division of Revenue Policy
- Division of Revenue Management
This move comes despite strong opposition from officials in the BCS Tax (Income Tax) and Customs cadres. The interim government went ahead with the plan and issued the much-debated “Revenue Policy and Revenue Management Ordinance.”
What the Two Divisions Will Do:
Division of Revenue Policy: This division will concentrate on creating policies pertaining to taxes. It will also keep an eye on the general state of tax collection in the nation and track the application of tax legislation.

Revenue Management Division:
This division will handle the actual process of collecting revenue (taxes). It will be responsible for executing and managing all tax collection operations.
Changes in Staffing:
While the original plan faced criticism from income tax and customs officers, the ordinance did include a slight change. In the Revenue Management Division, administrative positions will now be filled not only by Administration Cadre officers but also by officers from the Income Tax and Customs Cadres.
In summary, the National Board of Revenue has been officially split into two parts: one will focus on policy, and the other will handle actual revenue collection. Although the decision was controversial, the government has now made it official.
