DNCC to Control House Rent
Dhaka North City Corporation (DNCC) will determine area-based house rent across Dhaka city. The move aims to ensure fair rent for tenants while guiding landlords on proper rent rates according to law.
DNCC Administrator Mohammad Ejaz said,
“বাড়ি ভাড়া নিয়ন্ত্রণ আইন ১৯৯১ সালে জারি হলেও আইনের অনেক কিছু মানা হচ্ছে না। আমরা আইন অনুযায়ী ভাড়াটিয়া ও বাড়িওয়ালাদের জন্য নির্দেশিকা তৈরি করব। যা আমরা ডিসেম্বরের প্রথমার্ধের মধ্যে করে ফেলব।”
Translation: “Although the House Rent Control Act was issued in 1991, much of it is not being followed. We will prepare guidelines for tenants and landlords according to the law, which we will complete by the first half of December.”
Guidelines for Landlords and Tenants
The DNCC will prepare a guideline to ensure:
- Tenants can freely enter and leave rented houses
- Houses comply with fire safety, earthquake resistance, and other safety measures
- No municipal services will be provided to properties if holding tax is not paid
Ejaz added,
“ভাড়াটিয়ারা তাদের ভাড়া বাসায় যখন ইচ্ছা তখন প্রবেশ বা বাহির হতে পারবেন। বাসায় পর্যাপ্ত অগ্নিনির্বাপণ ব্যবস্থা, ভূমিকম্প সহনীয়সহ সকল কম্প্লাইন্স মেনে ভাড়া দিতে হবে। হোল্ডিং ট্যাক্স ঠিকমতো না দিলে আমরা কোনো সেবা ওই বাড়িতে দিব না।”
Translation: “Tenants can enter or exit their rented houses freely. Rent must comply with all safety measures including fire and earthquake safety. If holding tax is not properly paid, we will not provide any services to that property.”

Area-Based Rent Rates
DNCC will prepare an area-wise rent rate card to indicate maximum rent in different areas. This will help tenants and landlords understand the legal rent limits.
Ejaz said,
“আমরা এলাকাভিত্তিক ভাড়া নির্ধারণ করে দিব। কোন এলাকায় সর্বোচ্চ ভাড়া কত হতে পারে তেমন একটা রেটকার্ড আমরা দিয়ে দিব।”
Translation: “We will determine area-based rent. We will provide a rate card showing the maximum rent in each area.”
Standardized Agreements and Residential Safety
DNCC will provide a standard format for rent agreements on its website. Efforts will also be made to stop commercial activities in residential areas.
Ejaz added,
“ভাড়াটিয়া ও বাড়িওয়ালাদের মধ্যে এগ্রিমেন্টের একটি দলিলের ফরমেট ওয়েবসাইটে দিয়ে দিব। রেসিডেন্সিয়াল এলাকায় কমার্শিয়াল কার্যক্রম বন্ধ করতে আমরা কাজ করব।”
Translation: “We will provide a format of agreement between tenants and landlords on the website. We will work to stop commercial activities in residential areas.”
Monitoring Holding Tax
Many landlords underreport their income and pay lower holding tax. DNCC will ensure tenants are informed about holding tax details of their rented properties.
Ejaz noted,
“অনেক বাড়ির মালিক ভাড়াটিয়াদের কাছ থেকে যে হারে ভাড়া নেন, সে অনুযায়ী হোল্ডিং ট্যাক্স প্রদান করেন না। তাই বাড়িওয়ালার হোল্ডিং ট্যাক্স সম্পর্কে ভাড়াটিয়াদের জানিয়ে দেওয়ার ব্যবস্থা সিটি করপোরেশনকে রাখতে হবে।”
Translation: “Many landlords do not pay holding tax according to the rent they receive. The city corporation must ensure tenants are informed about their landlord’s holding tax.”
