Former IGP Al Mamun Testifies in International Crimes Tribunal
Former IGP Chowdhury Abdullah Al Mamun appeared as a state witness at the International Crimes Tribunal-1 on September 2, 2025. He is testifying in the July murder case against former Prime Minister Sheikh Hasina and two others.
He revealed that during the 2018 election, the then IGP Jabed Patwary advised filling 50% of ballot boxes before the vote, rewarding police officers involved with BPM and PPM state medals.
Political Polarization in Police After 2014 Elections
The former IGP said that after the 2014 elections, police forces became highly politicized. Officers in the Gopalganj belt grew stronger and started participating in political activities.
“সিনিয়র অফিসারদের পক্ষে এগুলো কন্ট্রোল করা কঠিন হয়ে পড়ে। এমনকি ২০২৩ সালে তার অবসরে যাওয়ার কথা থাকলেও গ্রুপিং এড়াতে আইজি থাকার মেয়াদকাল বৃদ্ধি করে সরকার।”
Translation: “It became difficult for senior officers to control this. Even though I was supposed to retire in 2023, the government extended my tenure as IGP to avoid further groupings.”
RAB Received Direct Orders from PM’s Office
Al Mamun testified that RAB received instructions for arrests or killings directly from the Prime Minister’s office. Orders came via former PM’s security and military advisor Tariq Siddique.
“র্যাবের অফিসারদের মধ্যে আলেপ উদ্দিন ও মহিউদ্দিন ফারুকি বন্দীদের অপহরণ, নির্যাতন ও হত্যার মতো কাজে বিশেষ পারদর্শী ছিলেন।”
Translation: “Among RAB officers, Alep Uddin and Mohiuddin Faruki were particularly skilled in abducting, torturing, and killing detainees.”

Core Committee Meetings Led by Home Minister
Al Mamun revealed that during the July–August protests, nightly core committee meetings were held at Home Minister Asaduzzaman Khan Kamal’s residence around 8–9 PM. As a core committee member, he had to attend these meetings.

Arrests, Torture, and Forced Media Statements
Former IGP Chowdhury Abdullah Al Mamun said the meetings discussed controlling protests and taking necessary measures. The core committee decided on arresting protest coordinators, assigning DGFI and DB chief Harun to carry out the operations.
Detained coordinators were held in DB custody, subjected to mental torture, and pressured to comply with the government. Family members were also brought in, and coordinators were forced to issue TV statements withdrawing their protests.
“কোর কমিটির মিটিংয়ে সমন্বয়কদের আটকের বিষয়ে তিনি বিরোধিতা করেছিলেন… কিন্তু স্বরাষ্ট্রমন্ত্রীর সিদ্ধান্তে তাদের আটক করা হয়।”
Translation: “He opposed the arrest of coordinators in the core committee meeting… but they were detained following the Home Minister’s decision.”
Close Relationship Between Home Minister and DB Chief
Former IGP Chowdhury Abdullah Al Mamun noted that Home Minister Asaduzzaman Khan Kamal had a very close relationship with DB Chief Harun.
“ডিবি প্রধানের সঙ্গে স্বরাষ্ট্রমন্ত্রী আসাদুজ্জমান খান কামালের গভীর সম্পর্ক ছিল। সেজন্য আসাদুজ্জমান খান কামাল ডিবি হারুনকে ‘জ্বিন’ নামে ডাকতেন। তাকে খুব কর্মতৎপর এবং সরকারের সিদ্ধান্ত বাস্তবায়নে রাজনৈতিকভাবে খুব কার্যকর মনে করতেন।”
Translation: “The Home Minister had a deep relationship with DB Chief Harun. That’s why he used to call him ‘Jinn.’ He considered him very active and politically effective in implementing government decisions.”
