Police have arrested Nishi Khatun for allegedly killing eight puppies by putting them inside a sack and drowning them in a pond at the Ishwardi Upazila Parishad area in Pabna. She was arrested on Wednesday (3 December).

Case Filed Under Animal Welfare Act

On Tuesday night (2 December), Ishwardi Upazila Livestock Officer Aklima Khatun filed a case under Section 7 of the Animal Welfare Act 2019.

She also stated that Nishi Begum, wife of Hasanur Rahman Noyon from the Small Farmer Foundation, has been named as the only accused.

Incident Goes Viral, Ministry Orders Strict Action

After the incident spread through media and social platforms, the Advisor of the Ministry of Fisheries and Livestock, Farida Akter, called the act “অমানবিক” (inhumane) and directed authorities to take strict action.

Animal Rights Team Begins Investigation

On Tuesday afternoon, a team from the Animal Activist Committee arrived in Ishwardi from Dhaka and started an investigation into the Drowning 8 Puppies case.

Accused Family Ordered to Vacate Government Quarter

In reaction to the shocking incident, the administration ordered the accused’s family to vacate the government quarters.

The UNO confirmed that the family was asked to leave on Tuesday, and they have already moved out.

Details of the Incident

According to reports, on Sunday evening (30 November), Nishi Khatun, who lived in the gazetted officers’ building, allegedly put the puppies inside a sack and drowned them in the nearby pond.

Caretaker’s Statement

The caretaker of the UNO office, Jahangir Alam, said:

“সোমবার সকালে কর্মকর্তা দম্পতির ছেলে তাকে জানায়, তার মা নিজ হাতে ছানাগুলোকে পুকুরে ফেলে দিয়েছে।”

Translation: “On Monday morning, the officer couple’s son told me that his mother herself threw the puppies into the pond.”

Later, eight dead puppies were recovered from the pond in the same sack.
