National Citizens Party (NCP) South Regional Chief Organizer Hasnat Abdullah has alleged that the Ministry of Public Administration is operating in a “gangster-style” manner across all levels.
He made this accusation on Sunday (October 26) afternoon after a meeting between an NCP delegation and the Bangladesh Public Service Commission (PSC) regarding the progress of the BCS examination.
Hasnat said,
‘জুলাই গণ-অভ্যুত্থান শুরুই হয়েছিল বিসিএসে বৈষম্য রোধের জন্য। কিন্তু এখনো পিএসসির মধ্যে সমন্বয়হীনতা রয়েছে।’Translate: “The July People’s Uprising began to stop discrimination in the BCS process. Yet, even now, there remains a lack of coordination within the PSC.”
Calling for reforms in the Ministry of Public Administration, he added,
‘তাদের প্রাধান্য তালিকায় চাকরিপ্রার্থীরা নেই। জনপ্রশাসন মন্ত্রণালয়ের সর্বত্র গুন্ডামি। মন্ত্রণালয়ে যারা রয়েছেন তারা এখনকার সময়ে দাঁড়িয়েও যুগের সঙ্গে তাল মেলাতে পারছেন না। যার ফলস্বরূপ এই প্রজন্মের ক্রোধ দেখতে হবে।’
Translation: “Job seekers have no place on their priority list. The entire ministry runs on a gangster-style system. Those working there are far behind the times and unable to adapt to the current generation, which is why they will soon face this generation’s anger.”
Accusing ministry officials of being busy with power-sharing and posting politics, the NCP organizer further said,

‘অভ্যুত্থানের পরে আমলারাই সবচেয়ে সুবিধা নিয়েছে, আগে নিজেদের প্রমোশন নিশ্চিত করেছে।’
Translation:“After the uprising, bureaucrats benefited the most and they first ensured their own promotions.”
While acknowledging PSC’s sincerity regarding the BCS examination, Hasnat said,
‘কিন্তু চাকরি বিধি সংশোধন প্রয়োজন। যার এখতিয়ার রয়েছে জনপ্রশাসন মন্ত্রণালয়ের হাতে।’
Translation:“However, the service rules must be amended, which falls under the jurisdiction of the Ministry of Public Administration.”
He warned that unless the “gangster-style” operations of the ministry are stopped, the suffering of job seekers chasing red tape will not end.
In a strongly worded remark, Hasnat stated,
‘মাইলস্টোনে বিমান না পড়ে সচিবালয়ে পড়া উচিত ছিল, সেখানে সবচেয়ে বেশি দুর্নীতি।’
Translation:“It would have been better if the plane had crashed on the Secretariat instead of Milestone that’s where the real corruption lies.”
Finally, urging that viva exams should not be conducted based on political considerations, the NCP leader said,
‘পিএসসি সংস্কারের চেষ্টা করছে। বিসিএস এক বছরের মধ্যে শেষ করার জন্য সুপারিশ করা হয়েছে।’
Translation:“The PSC is trying to bring reforms, and recommendations have been made to complete the BCS process within a year.”
