In his nationwide address, Chief Adviser Dr. Muhammad Yunus detailed key provisions for implementing the July Charter. He explained that the charter includes a referendum on proposed constitutional reforms and, if the majority vote ‘Yes,’ a Constitutional Reform Council will be formed. These representatives will simultaneously serve as members of parliament.
Dr. Yunus further clarified that the Constitutional Reform Council would carry out constitutional reforms within 180 working days from its first session.

Following this, a higher chamber will be formed in proportion to votes received in the election, with its term lasting until the final working day of the lower chamber.
Additionally, the Chief Adviser announced that the referendum for the July Charter would take place on the same day as the national parliamentary elections. This aligns with BNP’s demand, although eight other parties, including Jamaat-e-Islami, had requested the referendum before the elections.
