A traffic police constable has been accused of luring a crying child in front of Dhaka’s Kalabagan police box and taking her to Bandar upazila in Narayanganj to rape her. The accused constable has already been arrested by the Bandar police station and was sent to jail on the orders of the court this morning.
Identity of the accused constable
The arrested policeman is named Md. Ruhul Amin (41). He was working in the Dhanmondi Traffic Division of the Dhaka Metropolitan Police (DMP). Ruhul Amin’s home is in Sheikh Sadi, Tongibari, Munshiganj. He currently lives in a rented house in the Rupali residential area of Bandar, Narayanganj.
Bandar Police Station OC Liaqat Ali told Kalbela,
“আমরা তাকে গতকাল রাতে আমাদের হাতে পেয়েছি। কারাগারে যাওয়া মো. রুহুল আমিন ঢাকা মহানগর পুলিশের (ডিএমপি) ধানমন্ডি ট্রাফিক ডিভিশনে কর্মরত ছিলেন। ৪১ বছর বয়সী রুহুল মুন্সীগঞ্জের টঙ্গিবাড়ির শেখ সাদির ছেলে। তিনি বন্দর উপজেলার রুপালি আবাসিক এলাকায় ভাড়া বাসায় থাকেন। ওসি লিয়াকত আলী বলেন, সোমবার সন্ধ্যায় শহরের চাষাঢ়া থেকে ওই কনস্টেবল আটক হন। তার সঙ্গে শিশুটিও ছিল। পরে মঙ্গলবার রাত ১টার দিকে তাকে সদর মডেল থানা থেকে বন্দর থানায় হস্তান্তর করা হয়।”
Translation:We got him in our hands last night. Md. Ruhul Amin, who went to jail, was working in the Dhanmondi Traffic Division of the Dhaka Metropolitan Police (DMP). Ruhul, 41, is the son of Sheikh Sadi of Tongibari in Munshiganj. He lives in a rented house in the Rupali residential area of Bandar upazila. OC Liaquat Ali said that the constable was arrested from Chashara in the city on Monday evening. The child was also with him. Later, he was handed over from Sadar Model Police Station to Bandar Police Station around 1 am on Tuesday.
Details of the incident
The initial investigation into the case revealed that the 12-year-old girl was crying in front of the Kalabagan police box on Monday afternoon. She worked as a domestic worker in a house in Kalabagan, Dhaka and her home is in Madaripur district.

Constable Ruhul Amin was on duty at the police box at that time. He took the child on his motorcycle, saying he would calm her down, and took her to his house in Bandar, Narayanganj. It is alleged that he raped the child there.
Later, he was returning to Dhaka with the child. But when the child cried in the Chashara area of Narayanganj, the locals became suspicious. They then informed the police.
The child’s condition
The victim is currently undergoing treatment at the One Stop Crisis Center (OCC) of Dhaka Medical College Hospital. Her physical examination and medical treatment are underway. The child’s uncle has filed a rape case at the Bandar Police Station in this incident.
Police action and comments
Bandar Police Station OC Liaqat Ali said,
“সোমবার সন্ধ্যায় শহরের চাষাঢ়া থেকে ওই কনস্টেবল আটক হন। তার সঙ্গে শিশুটিও ছিল। পরে মঙ্গলবার রাত ১টার দিকে তাকে সদর মডেল থানা থেকে বন্দর থানায় হস্তান্তর করা হয়।”
Translation: The constable was arrested from Chashara in the city on Monday evening. The child was also with him. Later, around 1 am on Tuesday, he was handed over from Sadar Model Police Station to Bandar Police Station.
When asked about this, an official of the Ramna Division of Dhaka Metropolitan Police (Traffic) said on condition of anonymity,
“ এই বিষয়টি আমাদের জানানো হয়েছে। তার গ্রেপ্তার ও কারাগারে প্রেরনের বিষয়টি আমরা ওয়াকিবহাল।”
Translation: We have been informed of this matter. We are aware of his arrest and imprisonment.
