Call for reality check before canceling lottery
Rasheda K. Chowdhury, Executive Director of Mass Literacy Campaign, has urged the government to thoroughly verify the reality at the field level before withdrawing the lottery system for admitting new students to schools.
She said,
“আমরা দেখেছি যে সরকার মোটামুটি একমত যে লটারিটা প্রত্যাহার করবেন। আমরা কিন্তু এটা করার আগে বলব- ভালো করে গ্রাউন্ড লেভেল রিয়ালিটিটা দেখতে।
Translation: “We have seen that the government is broadly in agreement that the lottery will be withdrawn. But before we do that, we would like to say – let’s take a good look at the ground level reality.”“লটারি কোথায় আছে? নামি-দামী স্কুলগুলোর জন্য লটারি আছে, গ্রামে তো লটারি নেই। তাহলে কেন নামি-দামী স্কুলের জন্য লটারি করা হয়েছিল?”
Translation: “Where is the lottery? There is a lottery for prestigious schools, but there is no lottery in the villages. So why was a lottery held for prestigious schools?”
Dialogue reveals images of inequality
She said these things at a dialogue organized at a hotel in the capital on Monday morning.
The dialogue titled ‘The Education Sector of the Future in the Light of the Election Manifesto: New Thoughts, New Structures and New Steps’ was organized by the Citizen Platform for SDG Implementation, Bangladesh.
Rasheda K. Chowdhury also said,
“বছরের প্রথমে অ্যাডমিশন যেটা হয়, সেখানে আমরা লটারির পরিবর্তে পরীক্ষা নেওয়ার ব্যবস্থা করতে যাচ্ছি। আগাম জানিয়ে দিলাম, যেন সবাই সুযোগ পায়।আমরা লটারি সিস্টেম উইথড্র করলাম,দ্যাটস ইট।”
Translation: “We are going to arrange for a test instead of a lottery for admissions at the beginning of the year. We informed them in advance so that everyone gets a chance. We have withdrawn the lottery system, that’s it.”

Indications for taking exams in all classes
The Education Minister indicated that exams will be organized for admission to all classes. The executive director of the Mass Literacy Campaign, a non-governmental development organization working on education, said,
“আমার রিকশাওয়ালার সন্তান তো ভিকারুননিসা স্কুলে ভর্তি হতে পারে না লটারি ছাড়া।সেই জায়গায় বরং লটারিটাকে ভালো করে, গভর্নেন্সটা ভালো করে, সেখানে যেন ম্যানেজমেন্ট স্ট্রাকচার ভালো হয়। ঘুষ-দুর্নীতি যেন না হয়, এটা একটা দেখার প্রয়োজন আছে।”
Translation: “My rickshaw puller’s child cannot get admission in Viqarunnisa School without a lottery. Instead, improve the lottery, improve the governance, and ensure that the management structure is good there. There is a need to ensure that there is no bribery and corruption.”
Highlighting the alternative to the current lottery system, she said,
“আরেকটা বিকল্প আছে যেটা আমি বলতে চাই, সেটা হল-ক্যাচমেন্ট এরিয়া। গেন্ডারিয়ার শিক্ষার্থী কেন আসবে মোহাম্মদপুরে পড়তে? ক্যাচমেন্ট এরিয়ার এটা এখন ৪০ শতাংশ আছে। এটাকে বাড়ানোর ব্যবস্থা করা যায় কিনা।
Translation: “There is another alternative that I would like to mention, which is the catchment area. Why would a student from Gendaria come to study in Mohammadpur? The catchment area is now 40 percent. Can arrangements be made to increase it?”
She added,
“ভালো স্কুলে পড়তে গেলে এই যে অভিভাবকদের আউট-অব-পকেট ফ্যামিলি এক্সপেন্সেস—ইউনেস্কোর হিসাব মতে বাংলাদেশে তো ৭১ শতাংশ—সেটা কিন্তু কমে যেত।”
Translation: “If they had gone to a good school, the out-of-pocket family expenses of parents—which, according to UNESCO, is 71 percent in Bangladesh—would have been reduced.”
Importance of Integrated Education System
In the dialogue, Rasheda K. Chowdhury highlighted the need for inter-ministerial coordination in the education sector. She said,
“শিক্ষার খাতকে একেবারে বিচ্ছিন্ন দেখলে তো হবে না।”
Translation: “It is not possible to see the education sector in isolation.”‘নির্বাচনী ইশতেহারের আলোকে আগামী দিনের শিক্ষা খাত: নতুন চিন্তা, নতুন কাঠামো ও নতুন পদক্ষেপ’ শীর্ষক এ সংলাপ আয়োজন করে ‘এসডিজি বাস্তবায়নে নাগরিক প্ল্যাটফর্ম, বাংলাদেশ’।
